Since 1981, Della has been actively involved in staff development of library media specialists, teachers, & other community members to learn how to use & to integrate electronic information environments in teaching & learning. She is co-author of the Baltimore County Public Schools' Telecommunications Board Policies which were adopted by the Board of Education in 1996. She & her colleague, Doris Glotzbach spent over a year researching the use of telecommunications in public schools with emphasis on benefits, safe practices, & legal issues.

She has served on many professional writing teams & study committees to develop standards for library services to children & youth, library facilities guidelines, information literacy skills curriculum, & staffing guidelines. Most recently, Della developed a partnership with Towson University to address the critical need for certified library media specialists. The School Library Media Cohort is regarded as a model library educational program to prepare outstanding teachers to make a career change into the library media profession.

Her most recent passion is the Parent Internet Education Initiative which aims to teach parents about the benefits of the Internet, its safe use in school & home, & how parents can use the Internet for family empowerment.
